What Makes Parapet Walls Different
A parapet wall is the section of wall that extends above the roofline on flat-roofed buildings — the low wall you see at the top of most NYC rowhouses, apartment buildings, and commercial properties. Every inch is exposed to weather from all four directions. Parapet walls also sit directly at the water line — flat roofs drain toward the parapet, and if coping stones are missing or cracked, water ponds against the brick and enters from above.
1 RCNY §103-15 requires: All parapet walls facing public sidewalks must be visually inspected every calendar year. Owners must fix hazardous conditions within 90 days and protect the public immediately with netting or a sidewalk shed when a hazard is present. Annual deadline: December 31st.
A Class 1 DOB violation for a hazardous parapet carries significant fines and requires immediate corrective action. If the city installs emergency protection, they bill you — and those bills can exceed $10,000 for a single building.
